Fuse #33 blew on 2011 Dodge Ram 1500, new fuses blow when trying to start. Had new TIPM installed, still same issue. Any ideas?

Find the cause of the fuse blowing and fix it. Blowing fuse indicates too much current in the #33 fuse's circuit or it could be a short to ground. Examine the wiring in that circuit and check any components in that circuit. This will likely require a mechanic or at the very least a service manual.

You could unplug it from the compressor and make sure the damaged ends of the wires don't touch each other or anything else metal. Using electrical tape to insulate the wires might be good.
