Right rear wheel locked up. ABS light on.

The car has been sitting for a few months. Upon
trying to move it, the right passenger wheel is
locked up, and the ABS light is on
Is there anyway to unfreeze the locked up wheel, or
shut off the ABS?

The car hasn't been driven, in months. The drum is locked up, and the ABS light is on. There wasn't any problem a few months ago, when I parked it.
