What is this chip under my steering wheel

There should not be a chip at this location,

Hi TST, I had a 1998 Ford Ranger that had that and Terrence if you mean a little 'chip' that can be pulled out, about 1/2 inch square, that is an add-on anti theft-device , not from factory that prevents car from starting when pulled out

Yes,you may be right Fordnut,if it is and aftermarket antitheft system,or may even be left from a digital DUI blowing device that was previously removed from car,or as Tom said potato or corn : ).
