Passenger window goes down but not up

I have a 1999 Chrysler lhs. The passenger window
will only go down from the switch on the
passenger door but not up from either side. I
switched the wires and the window went up so its
not the regulator. Also checked all the wiring and
there are no breaks and a volt meter shows all the
wires have power when the switch is pressed in
either direction. Could this be a motor issue? Or is
it a wiring issue?

I replaced the master switch on the drivers door and got my auto down back and swapped the switch on the passenger door but have had no luck. Where is the bcm located?
When you said check for signals at the bcm. How would i go about doing that? I tried using one of the switches from the back doors that i know worked but all it did was roll the window down.
So I double checked my wiring with a volt meter. When i hit the switch on the drivers door in either direction it shows voltage. Hooked up to the wires on the passenger door there is proper voltage as well going in either direction. Could it just be a switch or is it the bcm?
problem solved. 2006 T&C passenger window goes down but wont go back up. applied power to motor- works fine. applied reverse power to motor works fine. (just to get it back up during rainy season) checked passenger switch for continuity. works fine. replaced drivers side cluster once before and didnt work. this had to be a one off. tore the drivers cluster down the just the circuit board without the black switches and replced. Viola. passenger side now works. must have been a short in the drivers cluster.
