2010 Mitsubishi Galant A/C blows but not out of vents

About half of the time my a/c works and the
other half you can hear it blow but it doesnt
come out of the vents .....very frustrating on
hot or rainy days

    I have a 2001 galant and when I try to start it my galant will light up but it wont turn over the lights dim and everything but it wont start. I tried jumping it but it wouldnt start.
