steering squeeks & is hard to turn untill car warms up power steering oil is full & clean belt looks ok

your power stering pump might be going bad.
It could be your power steering pump or as easy as tightening the power steering belt, but it could be the rack and pinion which is a pain in the you know what to replace, so I would begin by making sure the belt is tight first, then if it is still hard to turn then it could be the pump. Remove the power steering belt and and spin the pully by hand making sure it spins fairly freely. It should have a little tension on it, but not much. If it spins freely then it is most likely the rack and pinion. If you are not familiar with working on a car then you need to leave this up to the professional mechanic, although it can be done at home, but plan on a lot of work to remove the rack and pinion.
