replacement fob not programming

My son lost his fob, and evidently the spare fob. We bought a new fob from a
chevy dealer and are trying to program the new one. However, we insert the
key into the door lock and turn the key to unlock five times and wait for the
driver information center to display something and it never does. This is step
one from the dealer! Any suggestions? We do hear clicks and whirs in the
motor but nothing ever comes up.

thank you, but I don't have any original fob for this car. And, it's keyless to boot! It uses a key to unlock the door, if you need, but it's fancy schmancy and you only have to have the fob in your pocket to unlock and start it. The dealership that sold us the key gave us printed instructions but we can't get past step 1.

You absolutely need at least one original key to perform step one. This is a built in security feature so a would be thief can not come along with a duplicate key program it to your car and drive on off. Unfortunately without one of the original keys the car can only be reprogrammed by the dealer. Or a bonded locksmith with the gm security system access permissions. The dealer usually charges one hour labor and the cost of replacement keys.
I believe that instructions do say that one must wait for thirty minutes before continuing to step two. I know my answetr is late, but I pray it helps someone down the line save a little cash
Your owners manual page 35, no programmed key is needed, they car can program from scratch without the dealer. Step 1: insert key into driver's side door tumbler, turn to unlock then back to static position 5 times, if it doesnt work do it 6. Step 2: the doc will display programming please wait, 10 min later it will tell you to press the stop/start button, wait another 10 min, dic will prompt you again to press the stop start button. Wait 10 min. On the 3rd time you press the stop/start button, it will build you to input the key into the low batter fob slot under your hand brake. Press the stop start again, the dic will tell you remove the key. When you remove the key oress the unlock button on your remote, install the second fob into the low bar slot under parking brake, then hit stop start button. Then remove key when the dic says finished programming. Remove the fob and press the unlock button on the fob. Then hold the stop/start button for about 12-15 seconds to exit program mode. Then test your fobs they are now finished being programmed.
I was sold my chevy cruze with only one key and now the key doesnt work. What do I do to program the new key?
