Should I go down to 16" or 15" rims? Will this effect the gas mileage?

My car has 17,000 miles, and 17" alloy rims. The front driver tire has 1 bulge, and the front passenger tire has 2 bulges!

I was reading a similar thread, and it appears Elantra's with the 17" rim and low profile tires keep getting bulges and blowouts. So replacing with the same size tire will not fix the problem.

This is a SERIOUS issue that I have had with my 2012 Hyundai Elantra, and my parents also have had with their 2013 Hyundai Elantra. After several attempts to resolve the issue, I can tell you to just go with the Continental tires and keep your tire/wheel size the same. We haven't had any issues with the new tires at all. We got the Continental ContiPro tires on both vehicles. No more "bubble" issues in the tires.

All of my tires had bulges with the hancook tires had to replace them all Hyundai and hancook warranties are crap. This was the worst winter for pot holes. If I have to go thru that again I am selling the car. I want new rims the Hyundai rims bend so easy. If anyone could give a suggestion on rims I would really appreciate it. Thanks
