2012 Hyundai Sonata GLS won't start

My key fob stopped working so I used the manual key to
lock my car. Next time I unlock my car security goes off
and off and off. My lights were flickering in sync with the
horn. Then my horn stops working, sounded like it made a
different pitch for it's last 2 honks and it just stopped... But
my lights are still flickering. Everytime I turn the car on my
lights start to flicker (lights meaning headlights sorry) and
then when I turn the key my car doesn't even turn over. I just
bought a new battery and still having the same problem.

I would like to add before I replaced the battery I jumped it for 30 minutes. It eventually turned over. So I wouldn't think it's a starter issue?
