I have a 2001 VW Jetta. When first start my vehicle in the morning it makes a whining noise. I immediately turn it off and turn it back on, and the noise is gone? It only makes this noise first thing is the morning after sitting all night, or after it has sat for several hours.

Alternators whine a lot when they are producing a lot of current. Do this, open the hood and lcate the alternator next turn on all the electrical stuff you can find for several minutes this will make the battery voltage drop then start the engine or have someone else start it while you listen closely to the alternator, some whine is normal a very loud whine can indicate a blown diode in the rectifier or a shorted stator. Any shop can load test the charging system if you think it's too loud I hope this helps you.
