Can a power steering pump be removed without taking off both belts?

If the power steering belt is the out-side belt at ac pulley, you shouldn't need to remove inner belt. I can't see anything from here?

Just to add, regardless, if you take the tension loose, take belt from power steering pump pulley. No need to remove either belt all the way. Just my opinion.
