Is this considered vehicle title jumping?

Hello, I went to look at a car that a private seller was selling. He recently had
got the car himself from an elderly couple. The elderly couple signed the title
and the private seller signed it as well. However, it's only been five days since
then and he hasn't gone to the DMV and got it officially transferred and
registered in his name. This is how he was trying to sell it to me. Is that
considered title jumping?

Yes, it is title jumping, which is the buyer avoiding paying state taxes, and illegal in every state. Find another vehicle to purchase.

Thank you for your response. He was telling me that I was being paranoid. It didn't sit well with me so I walked away from the purchase.
