What are some causes that will not let the throttle open fully when driving over 40 mph?

In the parked position, I revived the engine, throttle opened then closed to
less than a 1/4 open.  When I back down it runs steady.

What kind of problem is happening? And is the check engine light on? If so have it scanned for any trouble codes. There are parts that can cause this, but just not so sure the computer isn't putting the throttle plate where it belongs. So is there an actual problem?
