Would the cps cut power to fuel pump

NO. The Crank Position Sensor gives a signal to the PCM to control the ignition (spark timing), not fuel injection or delivery. Please click on "Mark helpful" if you're happy with the respond. Good luck :-)

Ok so it's done this before and with a little finessing on the bottom of the gas tank it fired right up this time nothing no fuel to rail any opinions would be helpful

Check fuses, relays and wiring before jumping to PCM and sensors. Also try holding down the valve while someone cranks the engine. Good luck :-)

Checked relay and switched it out. Put fuel in throttle body and it started but wouldn't stay running rail in bone dry not even a drop of fuel anymore insight??

It was the fuel pump I actually had a bad code of #4 misfire as well and that went away guessing starving itself runs like a champ now thanks for the help
