I got a 2004 dodge intrepid that's over heating

I bought the car guy said he replaced the
head gaskets and had the heads checked
and no cracks but still overheats after
driving a few miles I noticed when I cranked
it the bleeder valve was letting out pressure
and then it don't close it took it awhile idling
before running hot maybe ten to fifteen
minutes and when it ran hot the valve was
blowing out Steam could the valve being
stuck open the reason for it overheating

You say the valve is still blowing out steam? The cooling system is purging itself from air pockets which is good, needs to be. I would keep it open until satisfied there is no more air coming out, keeping the overflow tank full of coolant so it can draw it in so the system is staying full. I would think that valve would be able to close after your done. Have the heater set on hot, make sure you are getting heat, meaning that it is an indication that the air pockets are getting purged out. And do the fans turn on?
