My 2004 dodge intrepid has 2 fans the fan near the battery is not turning. Could this be the reason for it over heating while it is idling?

Turn on the A/C to see if both fans run, if not, then you probably need to replace that fan motor. May as well change both since the other will be close to having it's brushes worn out. But when does the one fan run?
