Got a 2004 Neon, High Miles, average maintenance. LX model 5 speed manual. In your opinion, what would top speed for this car be now?

My son was pulled over on interstate and officer claims car was going 105mph!  I personally don't believe that is likely as I have tried and am hard pressed to get it to 90.  IN your opinion, how fast would original max speed be and current speed with high miles and less than stellar maintenance?
