Headlights and tail lights

Would a blown headlight cause my headlights and
taillights/break lights not to work on my 1989 dodge pick
up? I've replaced the switch, fusible links, wiring, and fuses.
I'm not sure how to check if the bulbs are blown because
they are the older headlight casing, not just a bulb. I was
wondering if there's a way to check the bulbs or know if a
blown bulb could cause both headlights, and taillights not
to work. Any input would be appreciated! Thank you.

Stick a voltmeter on the contacts at the headlamp plug. If you had a voltage regulator surge and blow out all the lights in the truck, you'd have voltage everywhere but no lights. I've seen it happen. Just check at the plugs- but also check for grounds... especially at the switch.
