Dodge stratus 2014 compressor locked up and will not start

I have a Dodge Stratus 2004 and it had the accessory belt replaced (the other belt to the alternator was ok).  When this was replaced the mechanic said the compressor needed replaced.  I left the shop and after stopping it would not restart.  The shop had told me that it would run as long as the a/c was off, when I talked to the shop the mechanic said this was no right and the compressor would break the belt even if the ac was off.  I am upset, but am wondering if a locked up compressor will cause the car to not start.  Jumping it only allowed the engine to barely turn over.

If the compressor or clutch on it is seized it can create enough drag, especially if you have a marginal battery, to keep it from turning over. If it did start it would break the belt, the friction would burn it up in seconds
