2003 Dodge Neon having trouble pulling hills, check engine light is flashing--what can be wrong?

I was going up a hill and the car would hardly move.  It didn't cut out but the check engine light kept flashing.   I made it up he hill but it took a while.   Can this be my fuel pump?  Or would the check engine light come on for that?

Check the air cleaner. This often causes problems on hills when dirty, and the check engine light will sometimes come on because the car knows there is not enough air to mix with the fuel
