2003 dodge neon overheating

can't stop car from overheating..drove 70 miles the first time....no problems
since then can barely make it around the block...new water pump, thermostat.
when trying to fill the radiator with water keeps spitting out

After doing that much work and replacing coolant, you really need to make sure all trapped air in the system was bled out. Park facing uphill on an incline, and run the engine with the radiator cap off, check that coolant is being sucked down in radiator and refill with coolant as needed. If you aren't getting any flow at all you may need to check the radiator itself for blockage.

If the problem isn't air trapped in the cooling system. Check for a blown head gasket. You can get a kit for testing the coolant for combustion gasses at a local auto parts store. The Neon is famous for cooling system problems and head gasket issues.
