2006 Honda Odyssey rear hatch will not lock

Rear hatch will not lock with either key fob or inside door lock switch. Replaced
the door lock actuator based on other discussions online.  Brand new actuator,
same result.  It appears to be pretty straight forward. Any ideas what could be
the issue?  Thank you.

Follow-up. The actuator has two connections. The six pin connections has varying dc power at all but one terminal. The two pin connection has no power. None of the terminals respond to the lock switch. Listening to the lock actuators when controlled from the door switch, it does not appear the rear hatch is even receiving a signal.

Follow-up #2: Disconnected and reconnected the battery. Upon reconnecting the battery, the rear hatch is locked every time. Will unlock with the key fob, but will not lock again with either the key fob or the door switch.
