Heat in Car

The heat in my car will not blow warm until i am driving. If my car is running but not in
motion it will only blow cold air, even if the engine temp says its warm.

Even if you let the car run for 15 minutes? How cold is it outside?

Yes. This morning i let it run for over 30 minutes. When i got into the car it was still cold. As soon as i start driving it warms up. The temps can be 10 or 50, it doesn't seem to make a difference.
Most likely a coolant level issue. Check the coolant level (Both reservoir and cap when the car is cold). If there is coolant missing, you'll need to find the leak and fill it. The issue could also be the thermostat. If it's stuck open, coolant will circle all the way to the radiator instead of the heating core.
