What's up with a fuel rail pressure malfunction?

I have a 2012 Optima. It has 40K miles. When I started it the other day, it turned over several times before it started. Then it bogged down while driving, like the fuel wasn't flowing properly. It was worse the next day. When I get on the highway, it seems to sort itself out for the most part. Took it for a diagnostic and it is a "fuel rail pressure malfunction, pressure too low". Any idea how I determine what is causing this?

Fuel pump,or filter at pump stopped up.
