how do you adjust the idle?

my idle on my stratus just jumped up to 1 1/5 thousand RPM.

Short answer, you don't adjust the idle. Idle is set by the onboard computer which receives input from a number of sensors. Most likely your throttle position sensor is malfunctioning, although it could be any number of sensors. You will have to have this diagnosed by a mechanic.
