Dodge Dokota Catalytic Converter

I have a 2002 dodge dokota and when I put the petal to the floor it does shift
at times and speed up but other times it will take about 30 seconds to get
moving and act like you didnt even push the petal down anymore and
dosen't have any power but you can put it in park and the Engine has power
there is no check engine lights  and it does have a ticking sound I thought
about it being the Catalytic Converter but not too sure.

It does have a smell after I'm done driving its almost like a just in general hot smell.
