2002 Dodge Durango temp gauge

My 2002 Dodge Durango temp gauge goes all the way up in the city but returns
to normial during highway driving. I stopped and checked fluid, after it cooled
and rad and bottle full. lost a litre of water in bottle overnight

Does the radiator fan work? Check for coolant leaks? Any oil in the coolant or coolant in your engine oil? May have to check head gaskets?

Oil is good, transmission fluid good, no leaks except very tinny bit on floor not even close to whats missing

When we started it from cold we noticed with the radiator cap off it continually bubbles. Yes the fan works but makes a lot of noise for about 500 -1000ft then its quiet again. Its done this since I owned the car at 60000 miles and hasn't changed a bit
