That is your coolant overflow tank it should be to the top of the dots on the stick if not your coolant has either leaked out or been sucked back into the engine to replace coolant that has leaked out of the engine.
Thanks, so do I need to put more coolant in radiator or in overflow?

both. the radiator is probably low, open it when the engine is cool then top it off and squeeze both the upper and lower hoses coming from the radiator to help purge air from the system then start the engine and let it warm up this should purge more air after you see no more air coming out stop the engine put on the cap fill the overflow and let it sit or drive it as is when you shut the car off it will pull what it needs from the overflow tank or push excess into it as long as the cap is good.

Your welcome. I would recommend doing the bleeding procedure for about 15 minutes or so especially if you have rear heat/ac Durangos in general seem to have a little trouble bleeding air from the system from what i have found because of how large the systems are.
I installed new radiator and don't know how to hook up overflow to radiator
If the cap is missing will it cause water to spray out & the engine to overheat?
