2002 Dodge Intrepid overheats, coolant expansion tank boiling?

I have a 2002 Dodge Intrepid that overheats. I
removed the thermostat and flushed out the
coolant system ( heater core, radiator and engine)
with water assembled it back together filled the
coolant system with water while bleeding out the
air, started the engine and topped off the coolant
and ran it still in the driveway for 15min and it still
gets hot to where the water in the expansion tank
boils. Why is that? Why does it boil there? I
appreciate the help

Is it boiling or bubbling? I would say blown head gasket. System relieving pressure through reservoir.
