Do you believe fuse replacement should be the
first inspection vs focus on circuit board to remedy
headlights not woring (both stopped working at the
same time..all others working) vs focus on circuit
board?

Checking the fuse only takes a minute so I would check that first. Next I would check the bulbs.

And if its neither, its probably a wiring issue on that circuit, whether its getting proper voltage or an open in the circuit
