I found out that my Dodge Neon 2002 VIN 1B3ES56C82D565043 has no rear stabilizing bar. is it possible?

It is quite possible. I believe some of the Neons were a sport package that had extra stability components, like the Neon SRT-4s you sometimes see. Call any Dodge/Chrysler dealer with that VIN and they will be able to tell you how your vehicle was originally optioned from the factory. Ask them to pull the information up on DealerConnect.
