I red light blinking

I have a Dodge 2001 Caravan and my red light is
blinking I had a mechanic come out and connect
his computer to it and he said he's there's nothing
he can do about it because my car is in tough lock
mode which I do not understand what that means

I think he means you have a security system issue which will mean a visit to a Dodge dealer.
