Heat venting

Air only flows out the passenger side vents
no matter what setting you change it to

There is a vacuum leak or the vent actuator is stuck or not working. Start by checking the vacuum line that runs across the top of the fire wall under the cowl in the engine bay, from that line there is another line that feeds the HVAC controls, it could be broken or separated from the controls. It's a pretty small line, maybe 1/4" in diameter.

Is the actuator for the damper direction located next to the gas pedal?

Is in that area, but behind and in the upper part of the dashboard.
