Why is my neon running bad?

My 2001 neon runs rough when I drive it till
its warm and then shut it off for anywhere
from 5-45 minutes.  It turns up codes
p0132 and p0138.  To me it almost seems
like its flooded and then after I drive for
about 2-3 Minutes it clears up like its burnt
off the extra fuel built up after it sat for a bit.

No those codes are for the upstream o2 sensor (p0132) and for the downstream o2 sensor (p0138). They indicate that the car is running rich.
