A/c in 2013 Ford Fiesta

The heater in my car works perfectly. The A/c will blow air, but it's not cool.

Does this sound like something an A/C evacuation and recharge service
would fix?

I'm on disability, so I don't want to spend money on something that won't
help.

Being a 2013 model, seems too new to have already lost it's refrigerant charge, unless you have a lot of miles on the vehicle. You likely have a leak, and getting it recharged without checking for leaks is a waste of money. Have a shop check for leaks, hopefully nothing more than an o ring or line.
