Temporarily check/remove the fuse for the wipers, this may be the same fuse for your signal lights. Then try a new relay switch or getting a new wand. I had this problem on my old 2000 Chrysler Cirrus lxi.
My windshield wipers have been coming on for no reason. They are turned off but continue to come on in and intermittent pattern.
