How do i remove the radiator neck filler from metal plate on car? It's not a typical bolt

I added a photo of the clamonth holding the neck in place

I know I'm late posting this but for anyone else who has this problem just take some pliers and squeeze the part in that photo from underneath. Lift up on the coolant filler neck at the same time and it pulls up and out.
