Why won't my 2000 neon start if the OUTSIDE temperature is over 18/68 degrees?

My car doensn't want to start if the temperature outside gets too warm. It will start up just fine if the temperature is BELOW 18/68 degrees outside and does not matter if the car has been ran that day or not. IF it is too warm outside, forget it. It just wants to sun bathe in the driveway for the day. When I go to start it, it does NOTHING. There are no clicking sounds or stalling - NOTHING. It just had a brand new starter put in Sept 2012 and brand new battery Jan 2013. When it is cool enough outside to start, it starts up no problem. HELP please!!

thank you! I'll get it back to the garage that put the starter and battery in and have it checked out.
