What can be done about headlights that are too low?

Dealership has set the beams on the highest possible setting. The low beams are so low that it isn't safe to drive
at night. Any suggestions as to what can be changed or what the problem might be?

Make sure the bulbs are correct. Make sure the bulbs are properly seated in the socket. Adjust them yourself.

There should be a set of 4 tourque screws on the headlight housings that u can adjust (up and down, in and out) just have ur vehicle on level terain facing a wall aproxamately 5 ft away with ur lights on adjust them they should be roughly 3ft up on the wall for low.
PULL YOUR VEHICLE UP TO GARAGE DOOR,PUT MASKING TAPE ON DOOR AT36-40" MEASURE 5 FEET FROM DOOR WITH CAR WHEELS LIGHTS SHOULD LINE UP WITH TOP OF TAPE,ONLY USE ADJUSTING SCREWS AT TOP OR BOTTOM OF LIGHT.USING SCREWS ON LEFT OR RIGHT MAY CAUSE ONCOMING TRAFFIC TO FLASH HIGH BEAMS BACK AT YOU.
could be faulty bulbs, if nothing else works, maybe try getting new ones
aaacar has the right idea. It probably isn't in your owner's manual because Detroit thinks owners are too stupid to do any maintenance or simple repairs, but go to your local library and find an older Chilton's manual- the thick green ones. They have a good description of how to adjust your headlights.
