i have a 2000 stratus the only way i can get it to shift into the higher gears while driving is put it in neutral turn the motor off then back on and it will be in the right gear is it the TCM

Could be, those are fairly common in those. It could also (and hopefully because they're a much less expensive fix) the transmission solenoid pack. I'd start with a transmission relearn procedure, that can sort those out about half the time.
