I just did an appraisal on one with the highest best & all options, premium package, 80k miles, no damage and the quote is $5700-7000 without frame damage which by the way had to also have body damage too, So I think your a making a mistake, not mention a once salvage car title is a always salvage title it stays with the title for ever you will not ever get a 1/4 of that back, in the real world not counting this created reality of sellers trying to make you believe they have the best deal, this is a bad deal, Its a salvage/rebuild title only worth $2500 in parts. Its a once parts car, a project, Someone trying to fool other into buying their dung.
Stay away unless you have it looked over by a mechanic and body shop. Frame damage can be anything from minor, like damage to the radiator support or severe damage to the structure.
