after unplugging both the actuators behind dash noise still occurs and goes off
randomly 24/7 is there a 3rd actuator centrally located under dash on impala

It might be cheaper to just sell the car than to get to those actuators.

I only know of the two behind the glove box. I have a 2012 Chevy Impala.
