waterpump.....

i have a 1999 Dodge Caravan. It needed the water
pump to be replaced. And doing the job my
boyfriend didn't finish the job because he didn't get
the dual overhead cams at top dead center
whatever that means since that time I've had
several repairs that need to be done several other
things have broken during the during all of this the
thing that's happening right now my headlights
taillights and ignition chime will stay on when I turn
the car off and remove the key I cannot turn them
off from inside using the light switch they just stay
on Sometimes they come on and off and flicker
well since I'm so just stay on and I have to remove
the negative cable of the battery in order to turn
them off each time can you tell me if it is what I
should look for

with that being said im now looking at a 1999 ford windstar for a great price howerver, it has a water leak from its water pump. i dont want to do this deal and find out theres going to be a domino effeçt of malfunction similar to the my dodge
