99 Dodge Dakota mystery adventure what the heck is this?

I had the dash off and found this strange black box wired into the harness. It's
stamped on the top "Made in the USA". It has a little red LED, I've never seen it
come on. Any idea?

I also have two of these red wires that don't go anywhere, one under the cab wrapped around the fuel filling hose and another just behind the passenger side headlight. They come out of the wiring harness and then don't go anywhere.
