Rear brakes dragging

My left rear brake drum sticks and
smells and gets pretty hot.   I know my
99 Durango has rear assist braking but
should you smell brakes and should it
get hot to the touch?

First make sure the self adjuster is not seized up and also check emergency brake cable going to that side maybe stuck or seized.
