Overheating of a 1999 dodge intrepid 3.2 liter

I don't smell coolant, have
changed the thermostat, no leaks
into head gasket or anywhere else.
No air condition but have heat.
What could it be?

Water pump works. No oil in overflow or milky color in oil. I'm thinking it's the flow valves which I'm told there are 2 I've seen the one on top front of the engine but don't know where the other would be.
