When I plug my phone charger into the USB connection on my 2013 Hyundai Tucson it makes my radio blink on and off, why?

Is the USB port in your vehicle designed to charge a phone or is it only to be used for a flash drive to send music to the audio system? Perhaps referring to the owner's manual would answer your question.
