Can I sell my car with a check engine light on. My car's high pressure fuel pump
needs replacement.

You sure can, just disclose it to the buyer. Though I warn you , you might get much less for the car, maybe less than if you fixed it and then sold it.

You will take a bath on the price. In many states it cannot pass inspection or smog check with the CEL on.

For sure you will take a bath. In my state a car cannot pass the emission test, preventing a new buyer from registering their new car, and buyers know that. As relatively new as your car is, you should make it 100% and even get it certified pre owned through a local dealership. Will greatly enhance your cars resale value.
