Some of these vehicles, the voltage regulator, if you want to word it that way, is in the pcm, not the generator. You generator is computer controlled. If I'm wrong somebody correct me. I do make mistakes. Is it a 20 amp fuse that is blowing? That fuse also supplies voltage to pcm according to my wiring diagram. You can unplug fuel pump relay and take out that part of the system. You could use a test light in place of the fuse to see if still going to ground. You touch both ends of test lite where the fuse plugs in, one for each leg, the fuse has two legs. If voltage and ground the test lite comes on. If you use the test light, you don't blow all your fuses. When testing you could unplug pcm. I can't rule out circuit shorted to ground, somewhere, the wiring circuit, the fuse box, pcm.
