my 97 Dakota's rpm seems to stick in the winter time ? when it gets to a certain coldness the truck will drive good but the rpm will rise up to 25 or just under 3rpm as the truck drives to 100klmh  it wont drop like in the summer time
is this hard on the engine and transmision and how do i make it stop , ive tried stopping , and restarting, sometimes worked , once in a while ,     but now it wont ?  is it the transmission ?

we looke d it dosent have a carburator, it seems to happen in the -25 cold weatehr , but when it hits - 18 it wont stick any more , can this have something to do with the transsmission beig cold and the gears just dont want to move ? if so is ther a way i can put a batttry wrmer on it or a oil pan heater or some sort ?

check the o2, throttle position, idler sensors. fluid levels of axles, transmission, transfer case. since i cant be absolute that theres no transmission issue, maybe change the trannys filter, or have it flushed, whichever is applicable. if the engine is trying hard but not really going anywhere, and unless you're a really experienced mechanic, take it to a shop

and dont worry so much about the engine trying harder when its cold. also be concerned about a computer issue with either the trans or engine
